Job Description

Role Purpose & Context

To provide leadership in the development and implementation of Fields of Life Monitoring, Evaluation and Learning strategy and system, ensure strong reporting on progress and impact to donors, including thorough data gathering and processing, analysis and authoring of reports, and lead on MEL capacity support to Fields of Life staff and partners

Key Responsibilities

Program Planning & Design

  • Contribute to the design, review and appraisal of potential projects by collecting, analysing and applying evidence and lessons learned.
  • Take lead in designing results monitoring and evaluation components of projects by incorporating results chains and key performance indicators.
  • Contribute to the development and review of FoL’s strategic plan and annual operational plans, by ensuring integration of results chain and M&E plan.
  • Provide continuous M&E technical support to the programme team concerning monitoring and evaluation of results.

Monitoring & Performance Management

  • Manage program/project monitoring process by ensuring regular monitoring field visits, and reviews, compile and analyse program/project data to assess performance and identify lessons learnt.
  • Document and share program results with program team and other key stakeholders and support program team in adaptive management (including taking corrective action to achieve desired results).
  • Collaborate and coordinate with Head of Programmes to ensure that lessons learnt are well documented and fed into the design and implementation of subsequent development interventions/strategies.
  • Take lead in conducting baselines, evaluations, reviews, assessments and studies.
  • Supervise activities of Consultants engaged by FoL to carry out MEL related tasks and provide necessary technical support and guidance.

Data Management & Reporting

  • Support the program team in implementing the M&E system and ensure compliance to the Development Assistance Committee (DAC) criteria-effectiveness, efficiency, relevance, impact and sustainability.
  • Perform Data Quality Assessments (DQAs) to assure; accuracy, validity, integrity and completeness of program performance data to generate quality findings and recommendations.
  • Ensure understanding by program team and other key stakeholders of the periodically generated program performance data from M&E system, how they’ll use information generated, design analytical frameworks that will provide them with relevant and useful insights.
  • Produce visualized and appealing program analytical reports including Geographical Information Systems (GIS) maps, demonstrating FoL’s impact and scale of program intervention.
  • Create and maintain a databank of government of international policies, guidelines, frameworks, reports, etc to support Fields of Life programmes.

Capacity Building

  • Participate in conducting partner capacity/due diligence assessments and utilize the results to develop a capacity building plan to develop/enhance partners’ development needs.
  • Deliver both ad hoc and scheduled M&E capacity building (training, technical assistance and coaching) to program team and development partners to ensure that they conform to the DAC criteria with focus on; effectiveness, efficiency, relevance, impact and sustainability, all geared towards realizing intended program results.

Logistics & Coordination

  • Manage schedules, meetings and other logistics associated with M&E tasks-field program/project monitoring visits, evaluations and reviews.
  • Participate in annual operational planning and budgeting processes.

Reporting

  • Ensure reliability of Fields of Life reports by collecting documentation to validate reports, and carrying out regular spot and random checks.
  • Aid data capturing, analysis and quality assurance processes through guidance and capacity support.
  • Maintain responsibility for authoring of high quality quarterly, bi-annual and annual reports to donors in a timely manner, which focuses on progress, impact and learning with particular support from Head of Programmes.

Other duties

  • Support the Procurement/Logistics Unit as the Chairperson Procurement/Evaluation Committee including; holding regular procurement committee meetings, review of minutes for the meeting held, solicitation of bids/quotations from potential service providers and prequalification of service providers for; works, goods/supplies and services.
  • Support drafting and review of service level contracts for Consultants and other institutional policy documents.
  • Support review & approval of admin fund requests and approvals.
  • Serve a team member for FoL EA Senior Leadership and Management.
  • Participate in Board Meetings and make presentations to the Board as assigned by the Executive Director.
  • Participate in recruitment of new staff
  • Participate in hearing and determining of staff disciplinary cases.

Any other duties as requested by the line Manager

Child protection:  Adhere to FOL’s child protection policy and code of conduct.

  • Prevent, identify, report and respond to child protection issues
  • Allocate adequate resources to child protection initiatives

    Risk Management: Overall responsibility & accountability for managing risks under  MEL.

    • Keep an up to date risk register for MEL in FOL.
    • Put in place adequate & appropriate control measures and ensure they are effectively implemented.
    • Escalate control measures that cannot be implemented to the next level of management.

    Gender & Inclusion: Take lead role in mainstreaming gender in all programs and projects of FOL. Promote a culture of gender sensitivity among staff and partners, in communications and advocacy.

    Christian Outreach: Support FOL staff, partners and supported communities including children to get deeper understanding and appreciation of the role of faith in development.

    Qualifications:

    Post-graduate qualifications in Monitoring and Evaluation, Statistics, Social Science, Development studies applied science or any other relevant discipline

    Experience:

    Minimum 5 years’ experience in monitoring and evaluation with at least 3 years in managerial position with an international humanitarian and development organisation.

    Expert understanding of Logical Framework Matrix, Theory of Change, indicators, Performance Monitoring Framework, Results Framework, M&E Plans, Performance Indicator Tracking Tables.

    Experience of delivering capacity support initiatives for monitoring and evaluation.

    Conversant in qualitative and quantitative data collection protocols including, sampling 

    Excellent understanding of international development issues

    Analytical/problem-solving skills and attention to detail in development of written documents.

    Excellent computer knowledge with command on MS Excel among other packages of MS Office

    Experience in monitoring and evaluating education and WASH related projects

    Experience of report writing
