Job Description

Reports to: Country Director – Uganda
Responsibility for:                           Programme Officers, partners, steering committees, interns


Job Purpose

  • To ensure the successful implementation of Sense International Uganda’s programmes through efficient management of programme budgets and schedules, by ensuring that programme outputs are delivered to the expected level of quality, through managing relationships with stakeholders including government offices and partner organisations, and taking corrective action where necessary to ensure the project outcomes and impact are achieved.
  • To design and plan new programmes, report on existing programmes both internally and to donors and manage performance and development of the Programme Officer(s), volunteers, partners and project steering committees.


Key Responsibilities

Programme Management

  • Implementation of programmes through efficient management of programme budgets, schedules, and quality, as well as taking corrective action where necessary to ensure the project outcomes and impact are achieved.
  • Manage relationships with key stakeholders such as government offices, education and health professionals, development agencies, Disabled People’s Organizations, Parents’ Associations, other NGOs, etc in order to ensure the successful achievement of programme outcomes.

Monitoring and evaluation

  • Develop appropriate monitoring tools and systems for each programme and manage the monitoring of outputs, outcomes and impact as per the programme Logframe.
  • Coordinate periodic reviews and evaluation of programme implementation, effectiveness, impact and sustainability.
  • Collect data on a quarterly basis to measure Sense International’s organisational Key Performance Indicators that measure the achievement of the organization’s global strategy.

Programme Development

  • Contribute to the development of new projects and lead on the development of new programme plans and budgets.
  • Contribute to the development of project concept notes and applications for funding under the direction of the Country Director.
  • Develop partnerships with government, NGOs, Disabled People’s Organisations and other stakeholders in order to create opportunities for new project partnerships and joint fundraising.

Strategic/operational planning

  • Contribute to the development of Sense International Uganda’s strategy in line with Sense International East Africa’s regional strategy and the overall Sense International global strategy.
  • Assist the Country Director in the development of annual operational plans.


  • Report regularly on the progress of the programme to the Country Director, documenting all lessons, challenges, risks and issues and contribute to the quarterly reporting process to the UK under the direction of the Country Director.
  • Manage the process of preparing project progress reports for donors as per the deadlines given by different donors.

Budget development/management

  • Assist the Finance and Administration Manager and the Country Director to develop the annual country budget in consultation with the Global team in the Sense International UK office, by providing relevant data on items required at the field level.
  • Manage, monitor and evaluate the implementation of project budgets within the country programme reforecasting programme budgets as required in order to keep spend against budget on track in response to challenges in programme implementation or exchange rate fluctuations.
  • Review monthly finance and narrative reports, working closely with the Finance and Administration Manager and submit donor, finance and narrative reports to the Country Director for review.

Advocacy and awareness raising

  • Contribute to the advocacy work of the organisation, participating in advocacy meetings and networks as required and influencing government officials and other key stakeholders in line with the organisations advocacy objectives.
  • Build the capacity of partners and networks to raise awareness about deafblindness for the purpose of identifying deafblind persons and referring them to appropriate services whilst combatting stigma towards people with disability within the community.
  • Build the capacity of partners and networks to advocate for the rights of people with deafblindness.

Staff management

  • Manage any Programme Officer(s), and volunteers/interns working with them by setting performance objectives and ensuring that the appraisal and performance management process is followed. Hold regular 1:1 meetings to support performance and achievement of objectives.


  • Uphold high standards of safeguarding of children and vulnerable adults and raise awareness among communities and other stakeholders of the importance of safeguarding.
  • Where required undertake due diligence assessments of partners, assessing risks and discussing mitigation and corrective actions.
  • Contribute to the implementation of SI Uganda’s strategy in line with the Sense International global strategy.
  • Ensure implementation of the Sense International Safeguarding system.
  • Continually seek to improve knowledge on deafblindness, staying up to date with international best practice.
  • To perform any other duties that may from time to time be assigned to him/her.


Person Specification

Qualifications and Experience

  • A Bachelor’s Degree in development studies or related field with experience in managing and implementing programs in the development sector.
  • A post graduate qualification in monitoring and evaluation
  • At least 5 years’ experience delivering projects/programmes for vulnerable people, preferably working with people with disabilities in Uganda


Essential Skills, Knowledge and Abilities

  • Relevant Skills and knowledge in programme management and leadership
  • Sound knowledge of monitoring and evaluation practices, including the design of Logframes and monitoring, evaluation and accountability frameworks, and application of the Theory of Change approach
  • Ability to contribute to effective strategic and operational decision making.
  • Advanced skills in the use of Microsoft Office applications including proficient use of Microsoft Excel.
  • Strong project cycle management skills.
  • Understanding of the rights of people with disability including skills in disability inclusion in development programmes
  • Knowledge of the challenges facing people with disabilities, and it would be a preferred to have some understanding of deafblindness and multi-sensory impairments.
  • People management experience and skills to support staff, interns, volunteers, trainers and consultants working across various projects
  • Experience of managing large and complex projects, budgets and preferably of managing a collection of projects concurrently, throughout the project cycle
  • Experience of writing and contributing to project proposals to successfully secure funding; and writing reports to funders, trustees and other stakeholders.
  • Ability to work effectively to tight deadlines with a minimum of support.
  • Excellent interpersonal and team skills including tolerance and flexibility. Strong training and workshop facilitation skills.
  • Good skills in interacting with the community and government officials.
  • Excellent oral and written communication skills in English

  • Must be a Uganda national or with legal right to remain and work in Uganda.
  • Willingness to learn about deafblindness and commitment to Sense International’s mission.
  • Ability to work to deadlines and prioritise workloads.

  • High standards of personal integrity, honesty and discretion.
  • Willingness to travel regularly within Uganda and occasionally within the East Africa region.


  • Experience in working with people with deafblindness and/or multi-sensory impairments.
  • Knowledge of both sign language and tactile sign language, or willingness to learn.
  • Experience of Safeguarding children and vulnerable adults.
